Is a combination boiler always the best option?

Installation - range of systems considered:
New or replacement combination boiler including upgrading heating controls.
-redesign of existing pipe work to suit a sealed heating system.
-complete new heating system (radiators, boiler, pipe work, controls)
Stored hot water with regular heat only boiler
-upgrade existing components e.g. new boiler, cylinder, 2 or 3-port valves, pump, controls, radiators.
Unvented hot water storage - regular or system boiler
Maintain existing open vented heating circuit
- Installation of unvented hot water providing stored hot water at mains pressure.
Using a system boiler and unvented cylinder / zoned controls.
-Redesign distribution pipe work to achieve a good volume of stored hot water at outlets.
The primary heating system becomes a sealed circuit.
Space is needed for the above 2 systems
